ARC = Advance Reader Copy. It's printed by the publisher and distributed free of charge to reviewers and booksellers in advance of the release of the first mass printing for retail sale. There is usually a summary of the publisher's marketing plan on the cover. It can also serve as a "galley proof". In this country (the USA) it's used to drum up interest in the book and to give reviewers a chance to pass judgment on the book and get their views on it in print prior to the official release of the book. Basically it's a sales tool. ARCs of the first three Harry Potter books go for at least $250 US and as high as $900 US each.
